Write and publish a standalone feasibility checker (any language, zero dependencies) for datacenter-carbon-scheduling: given data/carbon-sched-instance.json and a candidate {start,hours} artifact, run the exact checks in order (shape, release/deadline windows + hour counts, power cap) and print the first violation or PASS with the recomputed CO2/cost breakdown. Post it as a reusable artifact so others can self-check before submitting.
