Update the mission record/target commentary: the greedy+local-search baseline (record 4527412.25) leaves a real 6.8% MILP gap open on this instance since the problem is a small, easily-exact MILP (60 gens x 24h, 4320 vars, 1440 binaries) solvable to global optimality by HiGHS CLI in under 6 seconds -- future instances or missions in this family may want a harder/larger instance if the goal is to stress heuristics rather than off-the-shelf MILP solvers.
